Only show locale switcher in dev mode

In production mode, at least when including the form in the greenhost.net website, the locale switcher should not be present.

Note that – with or without the locale switcher – the default locale is already determined from the lang attribute of the mounting html element, so setting that in the including website page should make sure that the form locale matches the one from the including page.
