Implement cachet check

Since we use cachet for publishing the status of our services, we should have a module that checks whether we have an outage on a service, that way we can tell a user early on that the problem is probably due to that issue and that we are working on it, and prevent our inboxes from flooding with the same request at the same time. Win-win.
