Allow starting pipelines from gitlab UI

Right now you can't start a pipeline for a certain branch, GL complains about

Pipeline cannot be run.
Pipeline filtered out by workflow rules.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
