Allow setting Admin role through the Dashboard

We can currently set user roles through the command line. After !66 (merged) is merged, we should add functionality to the Dashboard interface to allow setting that role from the dashboard.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
