Velero app access listed when batch-creating users

When batch-creating users, Velero is listed among the app access permissions to choose for the new users. It should not be listed, because there is no user-facing component for Velero in Stackspin. This does not happen when creating a single user, so we hsould probably do the same filtering that we do in that case.
