Setting role "No access" should not be possible for Dashboard application

For apps, we want to be able to disable access for users. But the Dashboard is essential for all users, to be able to change their name, email address, and find all the applications. For that reason, the following dropdown shouldn't list the "No access" role:

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
