Monitoring access not listed for new user

When creating a new user in the dashboard, the app "Monitoring" is not listed under app access permissions. When the user is created and then edited, in that screen "Monitoring" is listed (and defaults to "No access").

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
