Disable Nextcloud bulkupload

We've had reports of failures with the Nextcloud desktop client, and were advised that disabling the "bulkupload" feature has stopped those problems. "bulkupload" is a performance improvement, allowing pipelining changes to multiple files over a single http request, so disabling that will only potentially decrease performance of the desktop client and not lose any actual feature.
