Increase backofflimit of setup-apps job

Because helm-operator apparently doesn't have the option to wait for helm install completion, the setup-apps job is created earlier than before, and will often reach the default backofflimit of 6 failed runs.

Let's make this backofflimit configurable, so we can increase it in the openappstack values.
