Pin user-panel submodule to git tag

First there should be a new user-panel git tag (last one 1.2.1 is from June 2020). Then the single-sign-on superproject should use this tag in it's .gitmodules file.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
