Activate FreeURL mode for HedgeDoc

It gives the flexibility to choose custom URLs when relevant while keeping the default as random URLs for new notes (As far as we understood from the documentation)

To test if this assumption is true and then apply it as Stackspin default.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
