Perform Stackspin upgrade immediately in upgrade test

In the upgrade-test pipeline we apply the Stackspin upgrade by kubectl patching the stackspin GitRepo to follow the newer version. However, because of the maintenance window, that will not have an effect immediately. We should add a flux resume source git stackspin to apply the upgrade right away.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
