Test auto-upgrade of apps

Create HelmRelease CRDs.
Install flux.
Install helm-operator.
Create Kubernetes secret containing NextCloud secrets for use by flux.
Point flux to flux subdirectory of main repo.
Migrate NextCloud helmfile to HelmRelease.
