Renovate local-path-provisioner

Now that we use the local-path-provisioner docker image from upstream again, we can use renovate to keep it updated. We still use our own helm chart because Rancher doesn't provide one, but we can specify the version tag as a helm value in stackspin and let renovate update that.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
