Increase interval between automatic updates

By default, flux keeps a 5 minute interval between checks of the git repo for updates. That is rather short for our purposes: once an hour should be enough, maybe even less often.

If we perform this change, we do need to make sure that a sync is performed on installation, so it won't wait for an hour before doing the initial app installations.
