Upgrade to flux2 + helm-controller
We often have issues with helm-operator (see https://open.greenhost.net/openappstack/openappstack/-/jobs/65097, ChartFetchFailed), which helm-operator can't recover well.
flux1 + helm-operator are already deprecated in favor of the new flux2 and helm-controller.
