start documentation in sphinx

@mart are you missing something in this first quick version of documentation? I think we could deploy this to cryptops.com asap (maybe even automatically?) and later add more stuff to it.

it needs some technical explaination, but better than nothing, so i would say have a look at my very limited comment and push it. I must say, I can not review sphinx very well, i don't know the syntax (yet) very good..
