When I try to change a dashboard admin user's app access from "no access" to "admin", and save the change, it's still on "no acces" when opening the app access popup again, so the state has not persisted.

I can confirm this. If you have a quick eye -- or a slow machine -- you can even see the value of the dropdown reverting to "No access" after you click "Save Changes" but before the modal disappears.
I created a new non-admin user, then tried to do the same (i.e., give the new user access to an app). In this case it does work, even though you also see the values flashing back to "No access" while saving, so that last bit is a red herring.
I also created a new admin user, and did the same with that; it also worked in this case.
So the problem doesn't always happen, maybe only for the initial user, or maybe only for the user that's currently logged in?
