Sync app access role with user role

Right now, when I add an user, even when the user role defaults to User, all apps have No Access as default value.

Proposal

The inital popup should default all app access roles to User, being consistent with the default user role. When the user role is changed, all app roles should change with it.

This will make initial onboarding much easier.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
