Grey out the app access section if user role is set to admin

Follow-up issue from !42 (comment 46891):

The whole app sections (From Wekan to Zulip) should be greyed out, to indicate that you can't alter the roles if the user role is set to admin:

Because right now, it looks like you could change the app access roles

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
