Speed up dashboard installation in CI

    often till most always I notice that the dashboard-kustomization-ready job is the last one to finish. We should investigate what makes it slow/last and improve this.

      There's a dependency chain in the HelmReleases. The Dashboard depends on hydra, kratos and single-sign-on-database.

      These dependencies are necessary for the initialize-user job to work (which initializes a Dashboard user, for which I'm 100% sure Kratos and the DB need to be up. I'm 90% sure it also needs Hydra)

      So I propose we close this issue, it's expected behaviour.
