Add RBAC to the helm chart for k8s access from dashboard-backend

Now that dashboard-backend!88 (merged) is merged we need to add RBAC to the helm chart so that that code actually works when you run it inside the cluster, rather than from the development environment.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
