Do not create demo files for new users

These take around 25 MB per user, which is just too much.

Perhaps we can make a boolean helm value to allow customising this per cluster.

This is fixed by the closing MR, except the files are still created for the initial admin user, probably because that user is created by the nextcloud installation procedure before our configuration gets applied. It's not ideal, but for now this is good enough because it prevents the extra storage costs per user.
