Support SCIM

SCIM is a protocol for provisioning and deprovisioning user accounts and user groups, typically used in combination with SSO. libre.sh has implemented SCIM support for Nextcloud via an app. We'd like to include that in our Nextcloud setup. Besides the app itself, this also requires a little configuration, specifically setting a shared secret for authorizing the SCIM requests.
