Resolve "Bump chart version because of hydra upgrade"

This MR fixes a few things:

1. Bumps chart version
2. Uses the newest Hydra version
3. Fixes default value (#95 (closed))
4. Sets the image to the tag that includes sqlite. See more info in this upstream issue: https://github.com/ory/k8s/issues/367
5. Adjusts the Kratos migration so that it runs during installation: some versions of helm don't run post-upgrade scripts if not all the pods are ready yet.
