Upgrade flux to v2.0

Flux released version v2.0.0 some time ago, promoting their APIs to stable v1. We need to upgrade by following the documented procedure. If all goes well, this should be as simple as

  1. Upgrade flux CRDs and controllers.
  2. In a next release, upgrade all our flux resources to the new API versions.
