Allow custom rke config options

We deploy rke_cluster.yml as a template (ansible/roles/rke_configuration/templates/cluster.yml.j2), which has very few variables. Instead of templating even more variables we should provide a way of customizing all variables.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
