report-ci-image-tag job should also run for master branch

Job 6707 failed because of a mistake in the .gitlab-ci.yml file: the report-ci-image-tag job doesn't run for the master branch, but that means that the variable CI_CONTAINER_TAG gets no value and all other jobs will fail.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
