Upgrade to alpine 3.14

Currently an upgrade to alpine 3.14 breaks, the pynacl python module couldn't get built.

make: /bin/sh: Operation not permitted

This bug points to the alpine 3.14 release notes and suggest docker >=20.10.0

I can confirm that I can build the image fine on my laptop (20.10.7)
