Ensure upgrading CRDs with flux

I just noticed that remembered that helm doesn't upgrade CRDs that were installed by a chart.

• Helm CRD limitations
• new crd (does not exist by name on cluster) in helm crds folder does not get deployed

So we need to find a way to upgrade them automatically by OAS.
