Resolve "Follow Greenhost cloud API change to droplet status values"

Note that this does not change the requirements to force using the latest cloud-api version, but as far as I can see we don't pin that version, at least not in this branch, and it should automatically pick up the latest one from git. At first caching in the CI prevented that, but Maarten has already emptied the kaniko cache which seems to have fixed that.
