Resolve "Add php.ini settings during init"

Rebar requested to merge 28-php-ini into master

Closes #28

  • Docker is the only way I can see to add php.ini settings
  • WP specific settings are stored in wp-docker/wp.ini and copied into php dir - the same as the opcache ini settings
