remove unnecessary steps from gitlab ci, checkout correct version of rocketchat chart, check certs of OO and grafana

check if machine still exists in cosmos and has the same IP address as before (i.e. not a new machine started by a pipeline with a different cache)

I relalized that we let MR pipeline droplets running in order to be able to
investigate, and remove them after merging to master.
*But* for master deploys we don't terminate the droplet so we keep bumping
into our budget limit often.
