We got an `Error: unsupported format` with an auto-updated Helm `2.15.0`
installed from snap.
Now we pin it to a specific working version and use the official install script.

We allow merging custom rke config to get merged with the cluster.yml.j2
template, however the result will be sorted, so we provide a already sorted
template in order to better identify custom changes with diff.
